Welsh Government – Planning Guidance: Approving Non-material Amendments to an Existing Planning Permission (July 2014) In April 2016, the Welsh Government published a new policy paper with the code “Design and Access Statements in Wales: Why, What and How” developed by the Design Commission for Wales (DCFW). The document outlines the benefits of a DAS, including systems that do not require such systems under legislation. It provides advice on what should or should not be included in an DAS, guidelines on a proposed structure for the document, and on the problems that an DAS should contain and address. As of September 1, 2017, a heritage impact statement is required to support any application for permission for the listed building or protected area. The Heritage Impact Statement replaces the design and access declaration in the classified building permit application process.
